What Is QA in Construction?

QA in construction is quality assurance: the system of plans, processes, and records that proves a build was constructed to specification. It's the framework that sits across the project from contract award to practical completion (and beyond, into the defects warranty period).

A defensible QA program is the difference between a builder who can stand up in a client audit, an insurance review, or a tribunal, and one who can't.

The components of a construction QA program

A typical QA program covers:

  • Quality plan. The overall framework: scope, responsibilities, document control, audit schedule, non-conformance management.
  • Inspection Test Plans (ITPs). Trade-by-trade documents naming hold-points, inspection methods, conformance criteria, and sign-off authorities.
  • Document control. How drawings, specifications, RFIs, variations, and conformance evidence are managed across the project lifecycle.
  • Conformance evidence templates. Standard forms for inspection records, NCRs, mill certificates, test results, and as-built documentation.
  • Non-conformance reports (NCRs). The workflow for identifying, recording, and closing out work that doesn't meet specification.
  • QA audit schedule. Periodic audits of the QA program itself, not the trades' work but the QA records, document control, and NCR closure.
  • Sub-contractor management. Pre-qualification, contract clauses, briefing, audit cadence.
  • Calibration records. Where inspection or test equipment is used, the calibration evidence.
  • Training records. Who's been trained on the QA system and the relevant trade-specific quality requirements.

The QA program is the system; the ITP is one document inside that system; QC is the day-to-day act of inspecting against the ITP.

Why QA exists in construction

Three audiences scrutinise a builder's QA program:

  • Clients. Sophisticated clients audit builder QA before and during the build. A defensible program wins work and keeps it.
  • Insurers. Home-warranty and PI insurers respond strongly to evidence that a builder runs a defensible quality regime. Premiums and policy availability depend on it.
  • Tribunals and courts. When a defect matter escalates, the QA program is the builder's main defence. A documented program shows what was checked, when, by whom, against what standard.

Beyond audiences, QA changes the project's economics. Defects caught at hold-point are same-day fixes; the same defects after handover are major rectifications. The QA program is the structure that maximises the rate of "caught early".

What separates a working QA program from audit theatre

Four markers of a working program:

  • The documents reflect the project. ITPs are written against this contract, this trade list, this risk profile.
  • The records get filled in. Hold-point inspections actually happen and the evidence gets captured.
  • NCRs get closed out. Non-conformance triggers a workflow that ends in rectified work and a documented closure.
  • The QA program itself gets audited. Periodic QA audits test whether the program is being followed, not just whether the work is being done.

Programs that fail one of these markers usually fail all of them in practice.

QA standards in Australia

The QA reference points for Australian construction are:

  • National Construction Code (NCC). The overarching technical compliance framework.
  • Australian Standards. Trade- and material-specific standards (concrete, waterproofing, fire and acoustic separation, structural design, etc.).
  • State home-building / domestic-building legislation. Specific obligations vary by state, Victoria's home-building regulations and NSW's residential builder requirements are the most active.
  • ISO 9001. Many builders run a broader QA management system certified to ISO 9001; the construction-specific QA program sits inside the ISO framework.
  • Client-specific QA requirements. Government and institutional contracts often prescribe additional QA standards.

QA vs QC vs ITP

The three terms get conflated:

  • QA is the system, plans, processes, records, audit trail.
  • ITP is one document inside the QA program. Each trade or work package has its own ITP.
  • QC is the day-to-day act of inspecting against the ITPs.

QA says what gets checked and how. The ITP is the specific document. QC is the act of checking. All three are needed; none of them substitute for the others.

Getting a QA program right

The cheapest QA programs are designed at project setup. The next-cheapest are retrofitted early in the build. Anything later than that is fighting against work already underway.
