What Is an ITP in Construction?

An ITP in construction is an Inspection Test Plan: a document that says what gets checked on a build, when the inspection happens, who does it, against which standard or specification, and what evidence is captured at each step. It's the quality rulebook for a project.

Most multi-residential, commercial, and complex residential builds run on a suite of ITPs, one per trade or per work package. The ITP is the document that makes a builder's quality program inspectable and defensible.

The components of an ITP

Every ITP has a recognisable structure:

  • Scope. Which trade or work package the ITP covers (waterproofing, structural concrete, fire-rated penetrations, etc.).
  • Hold-points. Inspections that must happen before work can be covered up or progressed. The hold-point names the inspection, the conformance criteria, and the sign-off authority.
  • Witness-points. Inspections that should happen but don't strictly stop work if they're missed.
  • Reference standards. The Australian Standards, NCC clauses, and contract specifications the inspections test against.
  • Sample-testing requirements. Where the work requires lab testing (concrete cylinders, soil compaction, water tightness), the test method and frequency are named.
  • Evidence templates. Standard forms for the conformance record, what gets photographed, signed, and filed.
  • Sign-off authority. Who signs each inspection off, the trade, the head contractor's QA lead, an independent consultant, a certifier.

A good ITP is concise. A page-and-a-half per trade is normal for a residential build; complex commercial trades might run three to four pages.

Hold-points vs witness-points

The distinction matters in practice:

  • A hold-point stops work. If the inspection hasn't happened (and conformed) the trade can't progress past that step. Waterproofing membrane before tile is a classic hold-point; once the tile goes down, verifying the membrane becomes expensive or impossible.
  • A witness-point is an inspection that should happen but isn't a stop-work moment. The trade can proceed if the inspection is missed, with the inspection rescheduled.

The hold-point catalogue is where the heavy lifting happens. Each one is a moment where catching non-conformance is cheap and obvious; letting it pass is expensive and hidden.

Why ITPs exist

Three audiences eventually care:

  • Clients and developers want evidence that the build was constructed to the contract. The ITP and the conformance record are that evidence.
  • Insurers use the ITP and its audit trail to assess builder risk for home-warranty and PI cover. A defensible ITP regime improves the builder's insurance position.
  • Tribunals and courts. When a defect matter escalates, the ITP is the builder's main defence. A documented program shows what was checked, when, by whom, against what standard. The absence of one is hard to recover from.

Beyond the audiences, ITPs change sub-contractor behaviour. Trades who know an independent inspection is happening at hold-points perform to the spec.

Common ITP mistakes

Three patterns cause ITPs to fail in practice:

  • Generic templates. An ITP downloaded from a previous project (or from the internet) doesn't reflect this build's contract, sequence, or risk profile. Trades stop trusting it; hold-points get bypassed; the document becomes audit theatre.
  • No ongoing review. ITPs that aren't updated as variations and design changes land lose accuracy fast.
  • Wrong sign-off authority. The ITP names approvers who don't actually exist in the project's org chart. Sign-offs get bypassed.

Each of these is fixable. The fix is to write the ITP for this build, review it at project milestones, and align the sign-off authorities with the actual project team.

ITP vs QA program vs QC

The terms get used loosely; here's the cleaner version:

  • QA (quality assurance) is the overall system: plans, processes, hold-points, evidence templates, document control, NCR workflow.
  • ITP (Inspection Test Plan) is the document inside the QA program that names the inspections, hold-points, and standards. There can be many ITPs in one QA program.
  • QC (quality control) is the day-to-day inspection rhythm that runs against the ITP on site.

QA says what gets checked and how. The ITP is the specific document that says it for each trade. QC is the act of doing the checking.

Getting an ITP for your project

If you're building, the cheapest way to get an ITP right is to write it at project setup against the actual contract, the actual sub-contractor list, and the actual risk profile. The next-cheapest way is to retrofit at the start of a key trade's work window. Anything later than that and the document is fighting against work that's already underway.
